for treatment. Criminals shall be subjected to pathological study, most of them being victims of disease, congenital defects and wrong environment. Some shall be restored to health and usefulness, others mercifully confined and restrained from injuring their fellows.

Persons mentally and physically unfit shall be prevented from reproducing their kind; EUGENICS in its better sense—not DISGENICS—will be practiced. With the large percentage of obviously unfit now running loose reproducing their kind unhindered, birth control would slow up the national increase appreciably. The crime of racial miscegenation shall be forbidden.

Punishment, as now conducted by our courts, shall some day be practically a thing of the past. Punishment by a distinctive dress, loss of rights, public scorn and social ostracism—in other words, the very human trait of vanity and self-esteem—shall be turned to a good use.

The government of the New Era will be based on the true aristocratic principle, but not that which masquerades as aristocracy. We do not and will not set up a form of government in which there is a caste system, but we shall set up one in which the fact that men are not equal is fully understood. We shall give every man equal opportunity, and then it is “up to him” as to what he shall do with it. Under a true Democracy, there is no dead level. It will be not only the plan of this new government, but the duty of it to let every man find his own level.
