Laws, even man made laws, are such intangible things that there is hardly a divine or human ordinance on which earth men are of one mind. Even the Ten Commandments are so recent that there is no obedience to them that is not governed by time, place and the individual. You may make a law crystal clear, but even then you can get it generally obeyed by present humanity only through the use of Power. This, if immediately applied, is something all can understand.

Here is the difficulty. Power, by humans can be misused or misapplied. That is why I suggested a synthesis of Love and Power. Power with Love is rarely misused. A synthesis of Power and Love, if it meets the approval of the Lords of Life, is the Law and the enforcement thereof.

Now what part does money play in this? When first I found myself with the task of creating a medium of exchange between Plateau and earth, I was forbidden to use the medium of either one. My first thought was to reject money entirely and also to reject the medium of the Plateau. Long labor and experience enabled me to see these two mediums as one, only in differing degrees of density. I could easily visualize a Plateau dweller stepping down to earth and accomplishing whatever task he wished to perform on earth with the aid of the earthly medium, providing it was made available to him. Or I could see an earth inhabitant climbing the Plateau, leaving earthly money behind and conducting his business in the Plateau medium, which is always available to those of sufficient grade to dwell in those rarefied regions.
